ప్రపంచ వారసత్వ

ఉద్దేశ్యం:
ఐక్యరాజ్యసమితిలోని సభ్యదేశాలు వారసత్వ సంపద పరిరక్షణ కోసం ఒకరికొకరు వివిధ అంశాలలో పరస్పరం సహకరించుకోవడం ప్రపంచ వారసత్వ దినోత్సవం (World Heritage Day/ International Day for Monuments and Sites) ప్రధాన ఉద్దేశ్యం.

 ఎప్పటి నుంచి?
ICOMOS ప్రపంచ వారసత్వ దినోత్సవాన్ని ప్రకటించాలని 1982 లో UNESCO కు ప్రతిపాదనను పంపగా, 1983 లో ఈ ప్రతిపాదనను UNESCO ఆమోదించి ఏప్రిల్ 18 వ తేదిని ప్రపంచ వారసత్వ దినోత్సవంగా ప్రకటించింది.
1984 నుంచి ప్రతి సంవత్సరం ఏప్రిల్ 18 వ తేదీన ప్రపంచ వారసత్వ దినోత్సవాన్ని ప్రపంచవ్యాప్తంగా జరుపుకుంటున్నారు.
ఏప్రిల్ 18 నే ఎందుకు?
UNO మరియు ICOMOS సంయుక్త ఆధ్వర్యంలో ఆఫ్రికాలోని ట్యూనీషియాలో 18 ఏప్రిల్ 1982 న ఒక సమావేశం జరిగింది. ఈ సమావేశంలో వివిధ దేశాల నుంచి వచ్చిన ప్రతినిధులు వారసత్వ సంపద పరిరక్షణకు చేయవలసిన పనులు, నిర్వహించవలసిన కార్యక్రమాల గురించి సలహాలు, సూచనలు ఇచ్చారు.
దీని జ్ఞాపకార్థం ప్రతి సంవత్సరం ఏప్రిల్ 18 వ తేదీన ప్రపంచ వారసత్వ దినోత్సవాన్ని జరుపుకుంటున్నారు.

కార్యక్రమాలు:
  • ప్రపంచ వారసత్వ దినోత్సవం రోజున అంతర్జాతీయ పురాతన కట్టడాలు, స్థలాల పరిరక్షణ పట్ల ప్రజల్లో అవగాహన కల్పించి వారసత్వ సంపద ప్రాధాన్యతను తెలియజేసేలా వివిధ కార్యక్రమాలు నిర్వహిస్తున్నారు.
  • భారతదేశంలో వారసత్వ సంపద విలువ, వాటి పరిరక్షణపై ప్రజల్లో అవగాహన కల్పించేందుకు భారత ప్రభుత్వ సాంస్కృతిక శాఖ, రాష్ట్ర పురావస్తు శాఖలు దేశంలో వారసత్వ వారంను కూడా నిర్వహిస్తున్నాయి.

ICOMOS:
  • సాంస్కృతిక వారసత్వ ప్రదేశాల పరిరక్షణ మరియు రక్షణ కోసం UNESCO తో కలిసి అంతర్జాతీయ స్మారక కట్టడాలు, స్థలాల పరిరక్షణ సంఘం (ICOMOS- International Council on Monuments and Sites) పనిచేస్తుంది. 
  • 1964 నాటి వెనిస్ చార్టర్‌ (Venice Charter) ఫలితంగా ICOMOS స్థాపించబడింది.

INTACH:
  • స్థాపన: 27 జనవరి 1984

  • భారత జాతీయ సంస్కృతి వారసత్వ సంస్థ (INTACH- Indian National Trust for Art and Cultural Heritage) సొసైటీస్ రిజిస్ట్రేషన్ చట్టం-1860 కింద నమోదు  చేయబడిన లాభాపేక్షరహిత, స్వతంత్ర ప్రతిపత్తి కలిగిన ప్రభుత్వేతర సంస్థ (NGO).
  • ఇది భారతీయ కళలు, సంస్కృతులను పరిరక్షించడానికి నిరంతరం శ్రమిస్తున్నది.
  • UNESCO ఈ సంస్థకు 2007 సంవత్సరంలో ప్రత్యేక స్థానాన్ని కల్పించింది.

యునెస్కో ప్రపంచ వారసత్వ ప్రదేశం:
  • యునెస్కో ప్రపంచ వారసత్వ ప్రదేశం (UNESCO World Heritage Site) అనేది ప్రత్యేక సాంస్కృతిక లేదా భౌతిక ప్రాముఖ్యతగా UNESCO ద్వారా ఒక ప్రదేశం (భవంతి, నగరం, క్లిష్టమైన, ఎడారి, అడవి, ద్వీపం, సరస్సు, జ్ఞాపకం లేదా పర్వతం) కు మంజూరు చేసే ఒక హోదా.
  • ప్రతి ఏటా జనరల్ అసెంబ్లీ ద్వారా ఎన్నికైన 21 సభ్యులతో కూడిన యునెస్కో వరల్డ్ హెరిటేజ్ కమిటీ (UNESCO World Heritage Committee) సమావేశంలో ఈ హోదాలను ప్రకటిస్తారు. అంటే UNESCO ప్రపంచ వారసత్వ ప్రదేశంగా ఏ ప్రదేశాలను జాబితా చేయాలనే బాధ్యత ఈ కమిటీదే.

ప్రపంచ వారసత్వ చిహ్నం (World Heritage Emblem):
  • బెల్జియన్ కళాకారుడు మిచెల్ ఒలిఫ్ (Michel Olyff) చేత రూపకల్పన చేయబడినది. 
  • 1978 లో జరిగిన ప్రపంచ వారసత్వ సదస్సులో దీనిని  అధికారిక చిహ్నంగా స్వీకరించారు.
  • మద్యలో ఉండే స్క్వేర్ మానవ నైపుణ్యం మరియు ప్రేరణ ఫలితాలను సూచిస్తుంది.

ప్రపంచ వారసత్వ చిహ్నం (World Heritage Emblem)


 మరికొన్ని అంశాలు:
  • ఏప్రిల్ 2020 నాటికి ప్రపంచవ్యాప్తంగా మొత్తం 1121 ప్రపంచ వారసత్వ ప్రదేశాలు (869 సాంస్కృతిక, 213 సహజ మరియు 39 మిశ్రమ లక్షణాలు) ఉన్నాయి.
  • ఏప్రిల్ 2020 నాటికి భారతదేశంలో మొత్తం 38 ప్రపంచ వారసత్వ ప్రదేశాలు (30 సాంస్కృతిక, 7 సహజ మరియు 1 మిశ్రమ లక్షణాలు) ఉన్నాయి.
  • 1978 లో ఈక్వెడార్‌ దేశ రాజధాని క్విటో (Quito) నగరం యునెస్కో ప్రపంచ వారసత్వ ప్రదేశంగా ప్రకటించిన ప్రపంచంలో మొట్టమొదటి నగరం.
  • ఏప్రిల్ 2020 నాటికి అత్యధిక ప్రపంచ వారసత్వ ప్రదేశాలు కలిగిన దేశాలు- చైనా మరియు ఇటలీ (55)
  • ప్రపంచంలోనే అతిపెద్ద మరియు లోతైన ప్రపంచ వారసత్వ ప్రదేశం- Phoenix Islands Protected Area (ఇది కిరిబాటి రిపబ్లిక్ లో ఉంది) (2010లో గుర్తించింది)
  • ప్రపంచంలోనే అతి చిన్న ప్రపంచ వారసత్వ ప్రదేశం- చెక్ (Czech) రిపబ్లిక్ లోని Holy Trinity Column
